What ends
§ 14 KWG reporting
The quarterly notification of loans of EUR 1 million or more and the Bundesbank’s total-debt feedback end on 30 December 2026. The legal change is the Standortfördergesetz (Location Promotion Act, StoFöG).
For million-euro loan reporting Germany, the last report covers the reporting date of 30 September 2026. The quarterly notification of loans of EUR 1 million or more under § 14 of the German Banking Act (Kreditwesengesetz, KWG) ends on 30 December 2026, while large exposure reporting under the EU capital rules continues.
It ends, it does not move. The national notification of loans of EUR 1 million or more to the Deutsche Bundesbank, the German central bank, stops on 30 December 2026. AnaCredit, the credit data statistics of the European Central Bank (ECB), and large exposure reporting under Article 394 of the Capital Requirements Regulation (CRR) are not affected.

What ends
The quarterly notification of loans of EUR 1 million or more and the Bundesbank’s total-debt feedback end on 30 December 2026. The legal change is the Standortfördergesetz (Location Promotion Act, StoFöG).
02
The last report
The final reporting date is 30 September 2026. The Bundesbank’s notice of 5 October 2026 treats the 09/2026 notification as the last one.
03
What stays
Large exposure reporting under Article 394 CRR and AnaCredit continue. They are separate duties from the million-euro loan reporting.
04
What to do
Reconcile the last report, plan the last corrections, update policies and retire access rights and interfaces in early 2027.
The reporting rests on a statute, and the end rests on a new Act. This overview helps if your head office is outside Germany and the German structures are new to you.
BaFin (the German Federal Financial Supervisory Authority, Bundesanstalt für Finanzdienstleistungsaufsicht) proposed the end together with the Bundesbank and announced the discontinuation after the Bundesrat vote. It says it now receives the information it needs from other sources.
The Deutsche Bundesbank, the German central bank, runs the central evidence office for million-euro loans, receives the reports and sends the total-debt feedback to the lenders.
The Standortfördergesetz (Location Promotion Act, StoFöG) provides the legal change. The Bundesrat is the chamber of the German states. It passed the Act in January 2026.
AnaCredit is the credit data statistics of the European Central Bank (ECB). Banks already report very granular credit data to the Bundesbank under it.
The institution stays responsible for filing the last report correctly, for large exposure reporting and for retiring its own processes in an orderly way.
The table shows what changes for each part of the reporting landscape. The two highlighted rows are the duties that continue.
| Item | Until 30 December 2026 | After |
|---|---|---|
| Quarterly million-euro loan notification (§ 14 (1) KWG) | Due every quarter for borrowers with credit of EUR 1 million or more | Ends. The last report covers the reporting date of 30 September 2026. |
| Total-debt feedback from the Bundesbank (§ 14 (2) KWG) | The Bundesbank tells lenders the total debt of each borrower | Ends. Last correction notices go out in October and November 2026. None follow after 30 December 2026. |
| Total-debt enquiries on request (§ 14 KWG) | The Bundesbank answers enquiries about a borrower or prospective borrower | Ends together with § 14 KWG. |
| Access of firms that only reported million-euro loans | ExtraNet and NExt rights for the procedure | Deleted automatically from about February 2027, without a separate notice. |
| Large exposure reporting (Article 394 CRR) Not affected | Applies | Continues unchanged |
| AnaCredit reporting (credit data statistics) Not affected | Applies to banks | Continues unchanged |
Key point
Do not confuse the two regimes.
Million-euro loan reporting under § 14 KWG ends. Large exposure reporting under Article 394 CRR is a different duty and continues.
Technical guidance in one Bundesbank document covered both the large exposure notifications under Article 394 CRR and the million-euro loan notifications under § 14 KWG. That is one reason why the two are easily mixed up.
Chips in red mark steps that are still ahead.
Done. The Bundesrat passes the Standortfördergesetz (Location Promotion Act). BaFin announces that the reporting can end on 30 December 2026.
Done. The last reporting date. The Bundesbank treats the notification for the 09/2026 date as the final one.
Done. The Bundesbank informs the firms in the procedure about the effects of the discontinuation.
Open. The last correction notices for the reporting dates 12/2025 and 03/2026 are sent.
Open. The million-euro loan reporting is discontinued. No correction notices follow after this date.
Open. The last total-debt notification stays available for download until the end of January. From about February, the Bundesbank deletes access rights of firms that only reported million-euro loans.
§ 14 (1) KWG requires institutions in the procedure to notify the Bundesbank’s evidence office, every quarter, of the borrowers whose credit volume reaches EUR 1 million or more. The provision names, among others, credit institutions, certain financial services institutions and financial institutions under Article 4 (1) no. 26 CRR. According to the Bundesbank, insurers and fund management companies also took part in the procedure.
Parent undertakings also notified the borrowers of the group companies. Joint loans of EUR 1 million or more were notified even if the share of a single lender was below EUR 1 million (§ 14 (1) KWG).
§ 14 (2) KWG says that the Bundesbank notifies the reporting firms if a borrower has received million-euro loans from one or more firms. On request, it also tells a reporting firm the debt of a borrower or prospective borrower.
§ 19 KWG defines what counts as credit for these purposes. The Regulation on Large Exposures and Million-Euro Loans (Großkredit- und Millionenkreditverordnung, GroMiKV) sets the details, for example the correction notices that the Bundesbank sends (§ 19 (4) GroMiKV).
BaFin and the Bundesbank describe the end as a discontinuation of the reporting on 30 December 2026, after the Bundesrat passed the Standortfördergesetz in January 2026. Until then, § 14 KWG applies as published.
Large exposure reporting under Article 394 CRR continues. The Bundesbank’s notice of 5 October 2026 says that its master-data search stays available for institutions that report large exposures and equity holdings.
Different people carry different parts of the close-out. The split below follows the functions that usually exist in a German institution.
Confirms that the last report is complete, that the end date is known and that responsibility for the close-out is assigned.
Files and reconciles the last report, keeps large exposure and AnaCredit reporting running and retires the million-euro loan process after 30 December 2026.
Stops relying on the Bundesbank’s total-debt enquiry after 30 December 2026 and checks which internal data replaces it.
Decommissions interfaces and report builds for the million-euro loan procedure and plans for access rights that disappear from about February 2027.
Checks that the close-out is documented and that no control still depends on the discontinued reports.
You hand over the task, not the control. Reporting duties are duties of the institution. A provider can prepare and check the work, but your firm files and answers for the data.
These six points recur when a long-running report is switched off. They do not replace a review of your own set-up.
Million-euro loan reporting and large exposure reporting are different duties. Only the first one ends.
§ 14 KWG, Article 394 CRR
The last report covers the 09/2026 reporting date, and notices and corrections continue into the first months of 2027.
Bundesbank notice of 5 October 2026
Corrections for the reporting dates 12/2025 and 03/2026 are still sent in October and November 2026.
§ 19 (4) GroMiKV
Credit policies, reporting calendars and controls that cite § 14 KWG need a review.
§ 14 KWG
Access rights of firms that only reported million-euro loans are deleted automatically from about February 2027, without a separate notice.
Bundesbank notice of 5 October 2026
BaFin says it gets the information it needs from other sources, notably AnaCredit. On our reading, errors there are now the remaining channel.
AnaCredit
Select a status for each of the six questions. Nothing is stored or sent. The check is a self-assessment and does not replace legal advice.
These six steps close the reporting cleanly. They build the evidence that your auditors ask for.
01
Document whether your institution is in the procedure and which units are affected.
02
Reconcile the last report and keep the evidence for audit.
03
List the open correction notices for 12/2025 and 03/2026 and name an owner.
04
Mark these processes as continuing and keep them out of the shutdown plan.
05
Change every document that cites § 14 KWG and record the date of the change.
06
Plan the removal of interfaces and access rights after the last download in January 2027.
Three key messages remain.
The reporting is discontinued. BaFin says it no longer needs the reports.
Reporting under Article 394 CRR is a different duty and continues.
Document the last report, the corrections and the retirement of the process.
Million-euro loan reporting Germany is ending, not moving. If you close the last report cleanly, keep large exposure reporting and AnaCredit running and retire your own processes with evidence, the end of the reporting is a clean-up task, not a risk.
Where this sits in the S+P service model
Outsourced officer functions, including Internal Audit and XBRL Regulatory Reporting, bundled in the S+P Compliance Package.
Operational work, such as securities, credit and reporting operations, carried out under your instructions.
Tools such as the S+P Compliance Cockpit that support both.
Officer functions and operational services are delivered separately, in organisation and in staffing.
The answers reflect the position on 30 October 2026 and do not replace legal advice in an individual case.
The reporting under § 14 KWG is discontinued on 30 December 2026. The last report covers the reporting date of 30 September 2026. BaFin announced this after the Bundesrat passed the Standortfördergesetz in January 2026.
Institutions in the procedure notified the Bundesbank every quarter of the loans to a borrower or a group of borrowers that reached EUR 1 million or more. The Bundesbank’s evidence office then worked out the total debt per borrower and told the lenders.
No. Large exposure reporting under Article 394 CRR is a separate duty. The Bundesbank’s notice of 5 October 2026 confirms that its master-data search stays available for institutions that report large exposures and equity holdings.
Nothing replaces them as a report. BaFin says it now gets the information it needs from other sources, notably AnaCredit, the ECB’s credit data statistics, which banks already report to the Bundesbank.
The last notification covers the 09/2026 reporting date and stays available for download until the end of January 2027. Correction notices for the dates 12/2025 and 03/2026 are sent in October and November 2026. None follow after 30 December 2026.
S+P Compliance prepares and runs the operational close-out work: inventories, final-run checklists, reconciliations, decommission plans and evidence packs. Stays with you: the confirmation that the last report is correct, the decision to retire controls and interfaces, large exposure reporting and the accountability for the data you file. You hand over the task, not the control.
